I think they are trying to bring some more structure to 3rd party developers by limiting the API. They have grown too big and now I guess they think they can manage on their own.
Twitter’s strategy is (was?) to acquire all the 3rd party clients ‘cos they were in shit creek wondering how to monetize their API traffic. Aaand they seem to be pulling the plug. Twitter has a large user base now that they can afford to do changes like this. They will lose some devs but they will not lose a whole lot of users. Interesting to watch how this cat fight will turn out to be. But you know, Flipboard will definitely be pissed. Oh and they have a lot of users as well. Christ on a stick if I have to use the Twitter’s own shitty client to read my feed.
